Pulling plates, what's needed now?

I know it used to be that you'd need an MOT.

 

I've just been offered one of my old cars back with a nice number on, but it won't see an MOT, it's just been sat for ages in their way.

 

Can I buy it, pick what I want off it, and then scrap it after getting the plate off?

 

or will I need to get a ticket on it first?
