Someone just reversed into my Volvo...what to do?

When it comes to renewal time do you declare the accident even if it didn't go through your insurance?

 

You are supposed to, but in practice the "only if they are likely to find out" rule applies. The more record there is of your accident (bodyshop invoices, police reports etc.) the more likely it is that they will find out.

The only other worry is that for third party injury claims the statute of limitations is something like 10 years. I was told by a friend and former fellow scout leader - also a career police sgt - that he always filed even the smallest incident related to a third party if he drove people anywhere or did an activity. Someone who had an accident if you were involved, or say a passenger in a vehicle, could make a late retrospective claiim - sounds a nightmare to me.
