We need as many people as we can to sign this petition for the return of rolling tax exemption

 

As the rolling 25 year exemption for Road Tax on vehicles was discontinued many years ago it should be time for some update to be carried out, if not 25+ years how about pre 1985. These part of our heritage most of which do few miles on a few days of the year. So if a new Fiat 500 is free why not these vehicles, they may not be fuel efficient but neither have they caused pollution from their production for decades.

As a matter of fact, the return of the rolling tax exemption for older cars was one of the election campaign pledges of the current Soviet.

To petition something that was granted anyway just doesn't make any sense to me. Shouldn't instead the momentary lodger of No. 10, Downing Street, be made aware that the implementation of his promise is a tad overdue by now?

Alternatively, one could throw him into the Thames, after fitting him with a pair of wellys made from concrete.

 

Actually, given the choice between free car tax and drowning the son of a bitch, I'd rather sign a petition for the latter.

The fact that my brother in law is a cross between Mr Bean and Inspector Clouseau, hates confrontation, works for the government, believes everything the government says is gospel, and is also ginger,is possibly irrelavant. This may just increase the tension/indigestion over dinner.

would be nice, but i've worn out keyboards signing these petitions. They just trot out the "at this difficult time we can't justify a concession" line when its brought up.

 

The only hope is that we're forced to come into line with the rest of Europe, most of which have a concession of some sort for historic vehicles. I agree though, it should be at least pre 1982 by now.

Suspect most epetitions are a waste of time sadly. Gr9 for Daily Mail readers and sundry angry folk to get stuff off their chest, but of no real use in changing government policy.

Seems the only way to sway government decisions is if the media* puts the boot in. Any MP who gets a media shoeing either resigns or does a handbrake turn! The House of Commons floor must be full of rubber media inspired donut skid marks.

Maybe we need to start our own newspaper? The Daily Shite?*

It was the former Conservative Junta which introduced a nil Vehicle Excise Duty (VED) rate for cars over 25 years old, with a “rolling exemption†provision.

It was in Gordon Brown’s 1998 Budget (his very first one) that the Stalinist Regime terminated the “roll-over†provisions without any announcement or consultation.

 

For the last election, the Conservatives said, one of their policies was to reintroduce the 25 year rolling VED exemption for historic vehicles.

Albeit, during their campaign, they changed this and said, they will reintroduce it from when it was frozen by Labour, i.e. next all cars made in 1973, then roll it forward year by year, so it would have been a rolling exemption for all 38 year old cars.

They then changed this again and said, it will be for all cars from 30 years of age.

Then, for reasons well beyond the capability of my intellect to process, they formed a Soviet without being elected. Shortly afterward, they announced the VED exemption for older cars won't be reviewed 'for now', due to 'more pressing economical issues taking precedence'.

 

All the above was reported in the classic car print media, that's where I have my information from.

 

Well, obviously they are now finished with doing a jolly good job of addressing the 'economical issues' by fucking the economy into the middle of next week, so there should be ample capacity to revisit the classic car tax exemption, one with at least half a brain would think.

 

And indeed, the VED is currently being discussed (if you follow the BBC reports), but not in the way we would wish for. Rather, due to the lower taxation of underpowered death traps, the VED exemption of stupid looking toxic battery carriers, and people actually buying those contraptions based on the "Oy, I bought me (read: borrowed money to pay for) a new motor, because it costs less to tax" bollox, the Soviet is facing a tax loss (quel surprise).

 

So much for the hard facts, now on to something entirely different - my personal opinion.

 

It may be a good idea to cast the petitions into this discussion now as a reminder that classic cars still exist, otherwise they will be left out altogether. See, politicians need to be constantly reminded of such things, because they can't remember bugger all from 12 o'clock until noon, since they are so busy doing good things for Queen and Country.

 

However, I would seek a compromise. A total tax exemption may be a bit too much to ask for, therefore I'd suggest a reduced rate for classics on a rolling forward basis.

I.e., the VED on cars made after 1972 but 30 years old, will be reduced to a certain percentage of the going tax rate.

This is the situation you have in many other European countries.

The classic car print media; they who told us in late August/early September just gone all that modified cars will no longer pass their MoT in six weeks' time. I bumped into a "muttering rotter" from the 'classic car press' at a car show at that time; their evangelical zeal for (and belief in) the situation modified cars allegedly faced was worrying (and no, I'm not naming names :) ).

 

http://www.the-ace.org.uk/ seems to be fairly reliable in terms of facts, as opposed to the 'classic car press' who (unknown to them beginning a modern trend :lol: ) did what we now know as a "Savilegate" (more recently "Royalnursegate"), by making incorrect assumptions then blurting out nonsense and asserting it to be factual ;) . Why let the facts get in the way of a 'good' story, eh? Jeepers...

They printed letters they received from David Cameron's campaign office, signed on his behalf, as a reply to direct inquiries they had made. So if something is not trustworthy on the subject at hand, I suggest it's Cameron's office.

I have no idea what the situation in France is, but in Germany there used to be a two tier system.

 

1. The red "oldtimer" registration plates you mention, which indeed did place a restriction on the car's use, but they never were as severe as you imagine them.

 

2. The "H"-plate (H for historic) for cars over 30 years old, which requires a special registration process and TÜV inspection of the car every two years. A classic on an "H"-plate can be used without any restrictions for a reduced road tax rate. The 'special registration process' requires an assessment by an expert, usually done at and during the normal TÜV inspection, who certifies the car being 'worth preserving'. The car then has certified 'historic' status. This is a ten minute affair which costs about 30€ and the certificate is valid for the remaining life of the car.

 

Option 1 has been abolished around 2005 due to vast amounts of abuse, so now only the "H"-plate (without any restrictions regarding the use of the vehicle) remains.

 

In Belgium there is automatically a reduced road tax rate for cars 25 years or older, and if it is used only at daylight (definition: the street lamps are switched off), it does not require a CT (the equivalent to the MoT).

On the tax disc of our Tax Exempt cars it says ' Historic '. Well,I wouldn't say half of them are by any means historic vehicles,and many of the now 25 year old vehicles are even less historic at the moment.At the very least,make it vehicles up to 1980,but I agree it is long overdue a update

When campaigning for the 2010 General Election the Conservative Party said they wouldn't rule out bringing back the rolling tax exemption but didn't say for definite that they'd do it. Before the election Practical Classics asked all the major parties if they would support bringing it back and only one party 100% supported the return of the 25 year exemption and that was the BNP. I still wouldn't vote for them though.

 

Its worth noting that in the 1998 Budget the historic tax exemption was only frozen and not scraped so it would be easy for any chancellor to unfreeze it or set a new date for it to be frozen at.

 

Heres the paragraph in the 1998 Budget statement:

5.53 The exemption from Vehicle Excise Duty for vehicles which are at least 25 years old in non-commercial classes will be frozen to include only those vehicles manufactured before 1 January 1973.
