In sheffield they had a problem with taxis licenced by Gedling Council in Nottingham - no I'd never heard of it either, working for cab firms in Sheffield. I don't know how this works but the top and bottom was it was easy for them to obtain a licence in Gedling, them start working in a totally alien town.
