My heaters sometimes blow warm whatever the control, I see it as a failsafe mechanism to prevent kettlage! I notice you say it only bothers you with the roof up, well there is an obvious answer..... If I turn the fan up or drive quicker, it quickly reverts to cold so it feels almost like there's a "leak" somewhere and the hot is seeping through.

 

I got my whole window replaced for £80 and it's a cracking job, although mine had cracked twice so I couldn't try the renovator first. It is easy to replace if you have a hand riveter but you'll need extra-long rivets which the F specialists sell (for twice the price of hunting them down yourself).
