Fiat Seicento Headlight Problem

Help needed!

 

Daughter was driving home last night in her Seicento when both headlights went out. Side lights are OK, tail lights are OK, but dipped and main beam aren't working. Bulbs are good, fuses are intact but there's no voltage to the lights (earth tests out OK)...any ideas?
