Removing black bumper paint

Anyone got any ideas?

The black parts of the bumpers, and some of the side trim has previously been "blackened", but using the painty-stuff rather than just the rub-in wax. Looked ok, till some has started to flake off. Is there any way to remove the rest of it without getting rid of the grain of the plastic?

Bizarrely enough I did that not long ago, hence finally washing the car, hence discovering that the bumpers look shite. It's a vicious circle.
