So why aren't governments adopting this technology to make existing cars greener rather than pushing everyone towards electric which would involve us spending billions worldwide on electric cars

Hmm. Only problem with anything like that is it takes more energy to extract hydrogen from water than you get back from burning it. 

Hate to say it but the renewable energy would be better off charging electric (spit) cars

Not sure about the guys in the video, but synthetic electrofuels are indeed a current area of research. Making them in industrial-scale volumes at an economic cost is the challenge though.
