xantia towbar queries

Help needed please as I'm panicking. The xantia has only one bolt in the towbar on the passenger side of the car. Two holes on the towbar bracket but only one on the car. Also noticed on the drivers side some peeling. I'm hoping from the pics someone can clarify it is just underseal and still safe to tow. Thanks folks

I would have thought one each side to spread the load and stop the towbar pulling through.

It has one passenger side,2 drivers and one each side behind the bumper. I know the crack is certainly underseal though
