Rover V8 re-linered

I have an engine I've been meaning to build up for a few years, later engines were poorly cast so would want to get top hat liners fitted to get a fair chance of reliability, only these days it will cost over a grand, not really worth it for an engine that's a bit of a donkey.

Now lised on ebay is

which looks a good price, my brother still has an account to bid, but I'm wondering why this engine would be an oversize where new liners are fitted, and what if it's a dodgy block being sold by a bullshitter, bit of a gamble, would I be better to get my own block done? would cost 1200 plus bearings, pistons, gaskets, etc. I could buy 3 or 4 good cars for that, I might toss a coin.

You could buy my 4.6 Rangie for £1200, and that's supposed to have had the engine rebuilt 25k ago.
