after 8 years at least all the 70s stuff would be exempt

It's not even Road Tax, it's Road Fund Licence. The former implies the money raised from it is actually spent on the roads

 

Actually, it's Vehicle Excise Duty now which implies even less connection between the money you pay, and the amount spent on the road network.

Doesn't matter what you call it, it's money we pay for next to no return, and there will be more vehicles paying nothing if rolling historical free tax returns. We know it, the Govt knows it, and that's really why it's not gonna happen. Unless of course, there are big fines in the wind, in which case I shall look forward to either more free tax discs, or flagging out!
