Twiggy
Driving to Tesco earlier today, I was irritated by an electric scooterist who was ducking and diving between the traffic, overtaking on the inside and riding on the pavement. It occurred to me that it is a motorised vehicle, so shouldn`t they be taxed, insured and the rider have a driving licence ?
Low ontime
Massive grey area! bottom line seems to be if enough of a nuisance is made the police do confiscate them. if they do have a drivers license points and fine can be applied, but how often will that happen 🤷♀️ Twiggy

If it's a hired scooter, then there is no requirement for any of the above. If it's privately owned then they are not legal to use on any public roads, but enforcement varies massively by area.
