Most of them were owned by TEH GOVERNMENT and leased to disabled drivers, when their horrific safety performance was called into question the leases weren't extended and they were all parked in a field. Or most of them. By that point some had found their way into private hands somehow so there are a few road-registered, legal examples out there. Once something is cleared for road use, you can't really ban it again. Of course some may just have been stolen from "the man" either by going missing on lease, or out of the dumping ground.
