The first phone in Eastbourne (Eastbourne 1, natch) was the Albion hotel on the seafront. Later numbers were 4 digits, which then got a 2 in front of them, then a 7 in front of that. Some which started with a 5 then had a zero as the second digit. In more recent times, of course, STD codes went from 4 to 5 digits (outside large cities) when a 1 was inserted after the first zero.

I live in a small town and my phone number is only 5 digits. Everyone tells you it’s wrong , must have 6, and online forms won’t accept it.

Put a random digit at the end? As soon as the 5th digit is dialled, it will start to connect.
