I'm pretty convinced it's for a car which is earlier than 1979... Edit: When you look at it, there's a bit of metallic blue overspray on a corner, which adds to my theory. White indicators went out in the mid 60s about halfway through the 105E Anglia production run and later cars fitted with them would fail the MOT. Escort era was well after all that.
