The thing is, that if you say you are putting 1kg of beans in a tin, that needs to be the minimum, so if your method creates variation, you have to put more in everything, to ensure that you are not lying. You can't say, "Well on average we put in 1kg" You can say "Well we put in 1.12 kg, because the standard deviation is 0.02 and that means only 4 cans in a million will be less than 1kg" Or you can lie because who checks.
