Ooff, such a good color for that gen Town car. Arches usually don't rot and they were most likely on the car since it arrived at the dealer. I'd be more worried about the vinyl top long-term. That's what made me think it was a blower motor. It's got some odd stuff going on like a series 6 steering wheel, black interior with black bench seat and a baking tray for a battery tray. I wonder if it was a funeral/ambulance car with the black interior. The very last of the Series 6 Oxfords were ambulance cars, with black interiors only but separate seats no bench seats.
