That's a reaction between incompatible paints.  To paint it properly, he needs to take that down to bare metal and start again.  Whole panel.

I had an A-Pillar do that after I painted it, I got told it was because i'd laid the paint on too thick? and that it was orange peel effect, but I don't know, i just left it alone as paint was preferable to exposed metal and i wasn't that fussed.

That's had a new bumper and someone asked their child to colour it in silver pen surely?

It's only 6 years old FFS 🤣

 

Mine's not the worst (although I'll get a better pic when I get the car back) but the entire rear bumper is peeling
