the TL:DR

its an old timey SORN, a special taxation class and taxation status created for vehicles that are not on the road

 

 

 

in general to put a vehicle on the DVLC/DVLA computer It had to be taxed, that is how the computer system worked back then

 (now-n-days you can in special cases put a vehicle onto the system without it being taxed, but it will show up as Tax Due 1st of January 1998 the start of SORN and some other major under the hood DVLA computer changes)

but what if say in 1983 you have an old vehicle and you hear the DVLC are closing buff logbook to V5c applications but the vehicle you have has been in bits since 1962 and you dont want to pay tax however you do wish to V5 your vehicle

but as above to put a vehicle on the computer system it HAS to be taxed

so the DVLC, created a new taxation class called

"NOT LICENSED" (yes with an S) which was a Nill rate tax class that auto-renewed on expiry (on the V5 it would literally say "Taxation class: NOT LICENSED")

so when your computerised your long term project, it would be put into that class and be taxed but not cost you anything etc and would have a not taxed for on road use marker against

so it was taxed to statify the computer systems requirements, but had suitable markers to show anyone checking the vehicle that it is well, not taxed for on road use! :) 

 

back in the day you could actually see these vehicles go in and out of tax (AFAIK it was renewed automatically, but still technically could expire however on the date of expiry it would be automatically refreshed, but it would still show taxed and due as the expiry date got close)

and if a not taxed for on road use vehicle was marked scrapped, then it would stop being taxed just like any other vehicle marked scrapped

however these days the vehicle status just says "not taxed for on road use" like the big box on the left so you cant see what the vehicles are doing sadly

 

it has mostly been replaced by SORN and the such like

however it still finds use in special applications like the INF85 scheme and other vehicles that are being put onto the DVLA computer but that the owner has no intention to currently use on the road etc (you cant directly put a vehicle into SORN AFAIK)

in theory it being a Taxation class means you could put a vehicle into the "NOT LICENSED" taxation class and their-for the "not taxed for on road use" status but its not something Iv ever seen attempted

(note the taxation class "NOT LICENSED" might be now called "NOT TAXED" however iv not been able to verify this as I have not seen a modern V5c of a Not taxed for on road use vehicle)

(first pic may be of a different car, or a pic of the same car but later - bonnet scoops and different front grille, an attempt to solve cooling problems?)
