I cannot find an image of a person doing this but here is a gate valve in a mains water network. There are no wheel valves so a rod with a socket on one end is use hence the small cover. It looks as if he has the operating rod in his hand. Maybe he was about to use a listening stick to ascertain if there was a leak in the nearby.
