He works for the water board/company (depends on what covered the area). He is opening up a surface cover (not manhole) for a valve.

This was either to close or open the valve.

I cannot find an image of a person doing this but here is a gate valve  in a mains water network. There are no wheel valves so a rod with a socket on one end is use hence the small cover. It looks as if he has the operating rod in his hand.

Maybe he was about to use a listening stick to ascertain if there was a leak in the nearby.

The danger, the danger he's not wearing any sort of PPE, he can't be a utility worker, I'm sticking with the temperate curling suggestion!

We never did back in the days of B&W. Not even the vans had flaishing amber lights on the roof. Road signs and cones, never saw them.

Cracking photo. There's nothing about that shot which would happen now. Things have changed so much in the intervening 40+ years.
