My hunt for an early (1969 a 1970) cable changer has produced two possibilities.
A blue 1969 Maxi in Holland. Recently imported from Belgium.
And a white 1969 one in Sweden -
Whilst I have imported from Belgium, I have never done the same from Scandinavia. Anyone any contacts for transport at all?

I think you are falling into the trap of assuming DVLA will use logic with their numbering system(s) again.

I see your confusion, my tool shows all the keepers including the current, so its 2 total keepers, theres only 1 previous keeper
the carbaba tool shows previous keepers so does not include the current keeper
hopefully now it makes more sense?
and the keeper data count is which keeper changes they have dates for because for some reason they dont always have dates for all the keeper changes, for example you could have a car with 7 keepers but only the dates for keepers 3 5 and 6 show up)
take my Invacar for example, for whatever reason 3rd previous keepers date is missing

its OSL282 (I stuck DSL282 in and got a ford, was quite confused for a moment! LOL)
not quite in this case, vehicles imported/first registered before A prefix plates came about in 1983, where always given a registration plate according to their date of first registration (so if it was imported in 1983 it could well have been given a Y suffix plate! but like A suffix plates you can request and appropriate age related plate these days)
with the introduction of A prefix plates they introduced age related plates for such vehicles (and the Q plate was also introduced)
so the Traction avant having been imported in 1985 has had an age related plate from day 1 although it was somehow robbed of its first age related plate (I guess it did not get marked as non transferable)

No idea where South W is but assume from the reg you are in New Zealand?
I'll have to see which part you are on as there is a Maxi in the same colour that I'd like to know more about.
Edit: that's a shame as it looks as if you are on the North Island and I think the Maxi is on the South.
