I'm still lost as to what the problem really is here?  
Who gets to decide when government documents are issued?  Is it the government department responsible for the administration of vehicles in the United Kingdom, or is it one member of the public who happens to be the registered keeper of ONE of the 41 million vehicles currently registered?
Honestly dude.  I'm lost as to what the problem is here.  And I really don't think (unpopular opinion) anyone owes you either an apology or an explanation.  

Dude - Think yourself lucky that this is the biggest issue in your world right now. You seem to have sufficient awareness to read the room and deduce people are teasing you, but not enough to realise that this ‘issue’ is - at best - trivial. 
Perhaps a couple of days away from the keyboard might bring new perspectives. This isn’t infant mortality, genocide, famine, civil war or anything else dreadful that is happening right now. It’s an administration error on a government system that has literally zero impact on anyone. 
Your enthusiasm for these horrid little things is mostly charming. But, sorry to say it, I think you’re on the outskirts of lunacy atm.

What practical difference does it make in the real world what is printed on the V5? 
 
Where I live they accidentally misread my driving license when they translated it so now I’ve got a full HGV licence. Makes absolutely no difference in the real world so I don’t worry about it. It’s been like that 8 years now.

Say what you like about Trabants, even they are infinitely better vehicles than any invacare will ever be.

Just as an additional point if data is being or has been manually entered then most data entry clerks won't give a damn about whether it's an invacare or whatever. If it fails validation they'll find a code that it will accept, often using one they've found to work in the past. In my experience this is very rarely found out as nobody can be bothered to check, it's not a matter of life or death. I've been guilty of this as I was one for a few months after leaving uni whilst I decided what to do.
Obviously it is important with some systems but certainly not this one in my opinion.

I think it’s more likely @red5 has just sent a v62 and claimed ownership for the barn find he found* in his workshop. Panic over.
