  3. I remember occasionally seeing cars with that type of oval registration plate, as a child. Always thought they were from Switzerland. May have been finnish all along? Edit: A little further googling points to them being German export plates, which makes sense.

  6. It appears to be sone sort of anti-FEMA protest, as FEMA was created in 1979 that gives us a start date for the picture. The Caterpillar logo having a missing T might be related to California (CA), but the car is on Texas plates. Somebody who knows more about US roadsigns may be able to decifer the green highway shield.
