I wonder if an air pocket is hitting the sensor that would explain the temp suddenly shooting up if the sensor was suddenly surrounded by a pocket of steam. Could you fit a another temperature measuring device to the block? Something cheap off eBay, either wireless or Roadkill style with the display gaffer taped to the bonnet. Then check if the temp really does shoot up or not. I was thinking you could also turn the heater on full and see if the air got hotter when the temp jumped but I'm not sure if either you could detect this yourself or if the thermal mass of the cabin matrix and trunking would damp the temp increase.
